Abstract

This integrative review examines definitions of clients with high social and healthcare service needs, factors contributing to increased service usage, and procedures aimed at influencing service use. The review includes 10 peer-reviewed articles from years 2014–2024, covering both social and healthcare sectors. Articles were selected using PRISMA guidelines. The analysis method applied was inductive content analysis. The findings indicate that high service use is generally defined as over six annual healthcare visits. No definitions based on social service use were found in the studies. Key factors associated with high service use included mental health disorders, substance abuse, multimorbidity, homelessness, and chronic illnesses. Service usage interventions primarily focused on social services with multidisciplinary support. Findings emphasize the importance of social and healthcare integration in the effective care of high-service users, with a need for further research specifically from a social services perspective. Identifying clients with high utilization of social and health care services is essential for the effective targeting of services.
