Abstract
The article is devoted to the study of the selection procedure for civil service. An analysis of legislative innovations aimed at restoring competition for civil service is carried out. A comparative analysis of the procedure for entering civil service before and after the introduction of martial law is carried out. The relevance of the study is determined by the need to modernize the selection procedure for civil service and restore competitive procedures. During the research and comparative analysis, changes were identified in the competitive selection procedure provided for in draft law № 13478-1. The introduction of a candidate and personnel reserve and a competition for the purpose of effective and rapid appointment to positions in state bodies should restore effective and efficient public administration. The European integration processes taking place in Ukraine, as well as the approximation of the civil service to European standards, necessitate the reform of the Commission on Senior Civil Service Issues, in particular, the consolidation of political impartiality, political neutrality, and the enhancement of the professionalism of this body. Particular attention is paid to the fairness and transparency of competitive procedures and the embedding of moral and ethical standards in the activities of civil servants. The importance of such tools in the competitive procedure as the submission of an integrity questionnaire and a motivation letter is emphasized in order to ensure the moral, ethical, and professional qualities of candidates. Emphasis is placed on creating the right conditions for the development of gender equality policies and equalizing the number of civil servants of different genders in public office. The impact of the war on the organization of competitive selection is identified, given the inability to guarantee the safe and effective conduct of competitions in areas of active combat operations and temporarily occupied territories. The importance of involving young people and veterans in the civil service is identified, and the peculiarities of appointing persons undergoing military service to civil service positions are noted. The article highlights the importance of adopting the draft law in order to restore a fair and democratic instrument for selecting civil servants, aimed at establishing a new competition system and improving it within the civil service.
