Abstract

The article is devoted to revealing the directions for improving the legal regulation of electronic administrative services in Ukraine. It is determined that the transition to digitalization of relations between the state and society requires not only technical innovations, but also the creation of a single, consistent and dynamic legal framework. Despite the significant achievements of Ukraine in the field of digitalization, the current legislative framework still has many shortcomings associated with the dynamic development of technologies, which repeatedly outpaces the pace of the legislative process. Determining the main directions for improving the legal regulation of electronic administrative services is of utmost importance for ensuring legal certainty, protecting public rights in the digital environment and strengthening trust in state institutions. The formation of strategic directions for the development of this area should be based on the principles of human-centricity, cybersecurity and harmonization with international standards, which will ensure the transformation of individual digital solutions into a stable and transparent state digitalized system. It is determined that an electronic administrative service should be understood as an administrative service provided by the subject of provision using the latest information and communication technologies without the physical presence of the applicant. The key features of electronic administrative services are presented. The main areas of improvement of legal regulation of electronic administrative services in Ukraine are highlighted, in particular, ensuring systemic codification and unification of legislation, legal regulation of automatic decision-making, deepening European integration in the field of trust services, improving the legal mechanism for the protection of personal data and cybersecurity, as well as legislative support for digital inclusion. It was found that the implementation of the above directions will make it possible to build an inclusive digital state, where innovative services are available to all segments of the population, and the state apparatus is focused on public needs, and not on its own bureaucratic interests.
