Abstract

Objective: This study investigates the use of the Rural Real Estate Market Observatory (OMI-Rural), developed by Ramos et al. (2025), as a technical and methodological support tool for the valuation of rural properties for tax purposes. Theoretical Framework: This section presents the main conceptual foundations of the research, addressing rural property valuation for taxation, rural cadastre, real estate market observatories, and technical standards applicable to property appraisal. Method: The methodology involves the collection, processing, and analysis of market data applied to tax assessment. The procedure was structured based on normative recommendations and national and international studies. Data collection utilized information from ITBI tax records, complemented by data from real estate agencies, brokers, and digital listing platforms. Results and Discussion: The findings show that OMI-Rural enables a technically consistent valuation process supported by open data and free geospatial technologies. The adopted approach produced more transparent, auditable, and market-aligned value estimates. However, due to technical and legal requirements, the use of established appraisal methodologies remains necessary. Research Implications: The study offers direct contributions to improving municipal tax administration, particularly in the context of ITBI, by proposing a methodological assessment framework grounded in OMI. Originality/Value: The originality of this research lies in the unprecedented integration of two components traditionally disconnected in the Brazilian context: OMI-Rural as an operational infrastructure for collecting, storing, and analyzing market data, and its direct application at the municipal scale for tax purposes, addressing both the lack of structured rural cadastral systems and the scarcity of consistent market information.
