Abstract

What if, within just 12 days, you could witness Kamchatka’s volcanoes, the remote Kuril Islands, and coastal nature reserves — without ever changing hotels, repacking your bags, or dealing with the hassles of air travel? By 2026, Russia’s Far East is set to launch the country’s first full-scale Pacific Ocean cruise in the modern era. Yet beneath this alluring vision lies a rigorous test of the region’s economic maturity: the project will either become an engine of development — or turn into a “white elephant.” This article examines the five key systemic challenges standing in its way and explores how they can be overcome to ensure the cruise becomes not a dream, but a reality.
