Abstract

Subject. This article discusses the development of land legislation, and the issues of incorporating land into agricultural circulation. Objectives. The article aims to determine the scale and structure of violations related to the use of agricultural land based on official statistical data for the Stavropol Krai. Methods. For the study, we used comparative, statistical, and factor analyses, as well as a systems approach. Results. A high level of violations of land legislation requirements and lease conditions is being recorded in the Stavropol Krai. The main entities responsible for violations are legal entities. The largest areas of land plots where violations have occurred are used by closed joint-stock companies and limited liability companies. Conclusions. To improve the efficiency of rental relations in the agricultural sector of the Stavropol Krai, it is advisable to implement a risk-oriented inspection model that includes an analysis of the spatial distribution of violations, and to introduce differentiated liability measures taking into account the legal status of the land user and the scale of the violations.
