Abstract

This paper proposes a novel methodological framework to address the escalating socio-technical complexities of the global Air Transport System (ATS), where conflicting stakeholder interests render traditional deterministic practices insufficient. By integrating the ISO 81346 Reference Designation System (RDS) concept to standardize the system's underlying language with the MoSSEC standard (ISO 10303-4443), the authors establish a robust Digital Thread that embeds the "contextual rationale" (the "Why") alongside technical requirements, thereby mitigating the information entropy typical of traditional requirement cascades. This structured, context-rich environment—now represented by a discrete common language—facilitates the application of Bayesian Networks for probabilistic set-based design, enabling engineers to perform inverse reasoning to identify robust system configurations amidst high uncertainty and conflicting constraints.
