Abstract

The accelerating proliferation of commercial space activities, from satellite mega-constellations and space tourism to lunar exploration and beyond, demands a coordinated, scalable approach to Earth-based launch infrastructure. This paper proposes the Integrated Network for Commercial Spaceports (INCS): a voluntary, non-regulatory, consensus-driven framework designed to unify operations, standards, and digital services across global commercial spaceports. The INCS enables seamless, equitable, and resilient access to space by promoting interoperability, sustainability, and multinational collaboration without supplanting national sovereignty or existing institutions such as the Global Spaceport Alliance (GSA), International Civil Aviation Organization (ICAO), or United Nations Office for Outer Space Affairs (UNOOSA). Key elements of the framework include standardized protocols for infrastructure, safety, and logistics; an AI-powered “SpaceSync” platform for dynamic launch scheduling; blockchain-enabled payload and supply-chain tracking; and a formal commitment to economic inclusivity through capacity-building for emerging space nations. This model offers a scalable, adaptable pathway to democratize access to space, meeting future challenges and seizing new opportunities in space exploration and utilization, and laying the foundation for a thriving, interconnected spacefaring civilization.
