Assuring Learning Outcomes in the Age of Artificial Intelligence: A Programmatic Framework for TEQSA Compliance
Abstract
Recent reforms in Australia’s higher education landscape have highlighted the importance of institutions providing credible evidence of graduate learning outcomes. This research examines how the Tertiary Education Quality and Standards Agency (TEQSA)’s regulatory direction, as outlined in its Corporate Plan 2025–29 [16], and the Commonwealth’s consultation on modernising its powers [5], drive a systemic shift towards program-level assurance of learning (AoL). The study focuses on Pathway 1, a comprehensive program assessment approach that guarantees coherence, transparency, and integrity across curriculum design and delivery. Drawing from regulatory frameworks, academic literature, and TEQSA’s Assessment Reform for the Age of Artificial Intelligence (AI) [15], this paper proposes an integrated model for constructive alignment [1], feedback ecosystems [2], and AI-aware assessment design [15]. The framework is supported by a 12–18-month implementation plan that includes diagnostic, pilot, and assurance phases.
