Abstract

China, which made incredible digital investments in the period after the 2008 crisis, has a significant advantage in today’s global digital transformation. However, it is not possible to say that this successful graph achieved in the economic field is reflected in social life. Particularly, the subjectivity conditions deepened by digitalization have further weakened the position of vulnerable groups in society. It has left them alone with the problems of wage receivables, which can be described as the new face of impoverishment. In this context, the main problem area of this study is the position of socially vulnerable groups in the digital transformation process. The subject has been addressed specifically in China with the qualified descriptive analysis method within the scope of qualitative research. This subject is of great importance in terms of determining the place and direction of fair and equitable digital transformation policies. The subjectivity conditions of China’s digital transformation are the authoritarian structure and central position of the Chinese Communist Party, the global integration of companies, competition policies, and platform capitalism, the position and biased strategies of the ACFTU, the sociological position of workers, the legal system, and polarization. The weakened and isolated workforce within the framework of subjectivity conditions sees labor movements as a solution. The main reason for these movements, which mostly take the form of protests (at the public level) rather than strikes, is the problems with their wages. Labor movements are concentrated among migrant workers working in the construction and manufacturing sectors and are an important reflection of discriminatory transformation policies. For this reason, it is important for a fair and equitable digital transformation that societies apply more objective, comprehensive, and democratic policies than policies and approaches that subjectivize the workforce in digital transformation. Otherwise, newly formed or deepened subjectivity conditions will further deepen the social policy problems experienced in society.
