Abstract

Land management legislation requires careful planning, as the legal framework in question directly affects the rights arising from property ownership. The primary aim of this study is to determine, classify and present the legislation applicable to real estate based on various property-specific criteria (e.g., ownership, location, type, intended purpose, acquisition form and encumbrances). Within this scope, an information system focused on real estate legislation was designed and implemented in the Foça district of İzmir Province. It is anticipated that the proposed information system will support decision-making processes in property-related legal cases, valuation report preparation and real estate transfer procedures. In addition, it is expected to contribute to reducing adverse outcomes that may arise from information deficiencies following buying and selling transactions. Finally, the system is expected to enable more effective management of potential losses (e.g., fines, usage restrictions or loss of property) that may result from applications, transactions or activities carried out under incorrect legislation.
