Route Optimization in Disaster Relief Processes: Pythagorean Fuzzy AHP and TOPSIS Approach for Kırıkkale
Abstract
Disaster relief includes teams (AFAD, UMKE, health personnel, security personnel, psychosocial support teams, and NGO volunteers); vehicles (search and rescue, load-lifting, temporary communication, ambulances, and mobile energy); and materials (drinking water, food packages, tents, sleeping bags and blankets, first aid and hygiene kits). These are delivered to the disaster area during and after the disaster. The rapid and effective delivery of disaster relief directly affects the response time to the disaster and thus determines the degree of loss of life and property. Determining and prioritizing alternative routes in disaster logistics enables faster, smoother delivery of disaster relief by using different routes in various disaster situations. This study focuses on the route selection problem in disaster logistics for disaster relief sent from the provinces of Ankara, Çankırı, Çorum, Yozgat, and Kırşehir to the province of Kırıkkale. Alternative routes are prioritized using the Pythagorean Fuzzy AHP and Pythagorean Fuzzy TOPSIS methods from multi-criteria decision-making methods.
