SOCIO-ECONOMIC SECURITY OF ENTERPRISES AS THE BASIS FOR THE BALANCED DEVELOPMENT OF THE NATIONAL ECONOMY UNDER CONDITIONS OF WAR CHALLENGES AND CIRCULAR TRANSFORMATION

The monograph substantiates the conceptual foundations of socio-economic security of enterprises as a basis for the balanced development of the national economy under conditions of war challenges, structural transformations and circular transition.The relevance of the study is determined by the increasing instability of the economic environment, the disruption of production and logistics chains, resource constraints, labor market transformations and the growing need to strengthen the resilience of enterprises.The study emphasizes that enterprises are the primary link of the economic system, where production potential, employment, household income, tax revenues, innovation capacity and social stability are formed.It is proved that the level of socio-economic security of enterprises directly affects the stability of the national economy, the resilience of territories and the prospects of post-war recovery.Particular attention is paid to the role of the defense-industrial complex of Ukraine, which has become one of the strategic drivers of economic activity, technological development and national security under the conditions of full-scale war.At the same time, it is determined that the concentration of resources in the defense sector may create risks of structural imbalance and weaken the resilience of enterprises in civilian sectors.The monograph substantiates the need to integrate the development of the defense-industrial complex into the broader economic space through intersectoral cooperation, technology transfer, support for related industries and the formation of adaptive production systems.The territorial dimension of socio-economic security is considered in the context of regional resilience, local labor markets, community development, business relocation, interregional cooperation and restoration of production potential.The study proposes an adaptive-circular model of enterprise development, which combines flexibility of management decisions with rational use of resources, repair, recycling, reverse logistics, eco-design and repeated involvement of materials in production processes as a mechanism for strengthening resource autonomy, economic stability and sustainable development.Вступ В умовах повномасштабної війни проблема забезпечення соціальноекономічної безпеки підприємств набула особливої актуальності.Руйнування виробничих потужностей, порушення логістичних зв'язків, дефіцит фінансових, трудових і матеріальних ресурсів, енергетичні ризики та нестабільність ринкового середовища істотно ускладнили функціонування суб'єктів господарювання.За таких умов підприємства виступають важливими елементами стійкості національної економіки, збереження зайнятості, наповнення бюджетів і підтримки соціальної стабільності.Соціально-економічна безпека підприємств у сучасних умовах має розглядатися як комплексна характеристика їхньої здатності зберігати функціональність, адаптуватися до ризиків, підтримувати виробничу активність, забезпечувати трудові колективи та брати участь у відновленні економіки.Вона охоплює фінансову, кадрову, виробничу, інноваційну, ресурсну, екологічну та управлінську складові, які в умовах воєнних викликів тісно взаємопов'язані.Особливого значення в умовах воєнної економіки набув обороннопромисловий комплекс, який забезпечує обороноздатність держави та стимулює розвиток суміжних галузей.Водночас надмірна концентрація фінансових, кадрових і матеріальних ресурсів в оборонному секторі може посилювати диспропорції між оборонним і цивільним виробництвом.Тому довгострокова економічна стійкість держави потребує збалансованого розвитку секторів національної економіки, підтримки цивільного підприємництва та міжгалузевої кооперації.Важливого значення набуває також територіальний вимір досліджуваної проблеми, оскільки соціально-економічна безпека підприємств формується в межах конкретного регіонального середовища.Підприємства впливають на локальні ринки праці, місцеві бюджети, інфраструктурний розвиток, інвестиційну привабливість територій і якість життя населення.В умовах війни територіальні диспропорції поглибилися через руйнування виробничих потужностей, релокацію бізнесу, втрату трудових ресурсів і нерівномірність відновлення.Це актуалізує дослідження розвитку регіонів України в контексті циркулярної трансформації промисловості та післявоєнної відбудови.Окремим напрямом зміцнення стійкості підприємств і забезпечення збалансованого розвитку національної економіки є циркулярна трансформація.
