Policy Evaluation on Promoting High-Quality Development of Smart Manufacturing

Promoting high-quality development of intelligent manufacturing is a key path to enhancing the core competitiveness of the national manufacturing industry. This paper selects the policies promoting high-quality development of intelligent manufacturing issued by the state and Shanghai from 2012 to 2024 as the policy research sample. Based on the classification method of Rothwell and Zegveld, this paper analyzes the implementation paths of the policies for high-quality development of intelligent manufacturing in the state and Shanghai, including the quantity and form of policy texts, and the analysis of policy tool types and characteristics. The research shows that there are preferences and deficiencies in the use of policy tools by the state and Shanghai. It is suggested to strengthen the use of demand-side tools and policy coordination, and to improve the policy evaluation mechanism.
