CONCEPTUAL BASIS OF THE FORMATION OF THE MODERN PUBLIC SERVICE IN UKRAINE: EXPERIENCE, PROBLEMS, DIRECTIONS OF REFORM
Abstract
The article examines the process of formation and transformation of the modern public service in Ukraine in the context of democratic transformations, European integration and global challenges. The key conceptual principles of the functioning of the public service are identified, in particular the principles of the rule of law, transparency, professionalism and accountability. Particular attention is paid to the analysis of the domestic regulatory and legal framework, as well as the study of foreign experience in organizing the civil service in the countries of North America, Europe and Asia. The article analyzes the current problems of the modern Ukrainian public service, including the politicization of the state apparatus, low level of employee motivation, lack of an effective system for evaluating the performance of employees, imperfection of personnel policy mechanisms and uneven implementation of digital management tools. A comparative analysis of international practices is carried out and the possibilities of their adaptation to the Ukrainian context are identified. Strategic directions for reforming the public service are proposed, in particular, the modernization of the system of training and retraining of personnel, the introduction of new approaches to remuneration, strengthening public control, as well as the development of digital competencies of public sector employees. The need to form an institutional culture of public service, focused on results, integrity and a service model of interaction with citizens is identified. The importance of a holistic approach to reforming the public service, combining organizational, legal, personnel and cultural aspects, is substantiated. Such an approach contributes to increasing the efficiency of management at all levels, ensuring the stability of state institutions and strengthening public trust in government bodies. The results obtained have practical significance for scientists, specialists in the field of public administration and civil service, and can also be used in the development and implementation of state policy in the field of human resources management in government bodies.
