Abstract

The article examines the theoretical, methodological and applied principles of assessing the effectiveness of state policy in the construction sector as one of the key sectors of the national economy of Ukraine. It is emphasized that in the conditions of modern transformations - both internal (decentralization, urban development reforms, digitalization of management processes) and external (military aggression, the need for large-scale infrastructure restoration) - the need for the formation of substantiated methodological approaches to determining the effectiveness of state policy in this area increases. The author analyzes the key concepts of «effectiveness of state policy» and «performance assessment» in the context of the construction industry, revealing the differences between effectiveness (as the achievement of planned goals) and efficiency (as the optimal use of resources). The paper identifies and characterizes four groups of methodological approaches to assessing performance: expert-analytical (application of expert opinions, analysis of policies and international practices), indicator (use of indicators: construction volumes, compliance with regulations, investment activity, etc.), systemic (integrated assessment of the relationship between policy elements) and syncretic (combination of quantitative and qualitative methods taking into account the social context). Particular attention is paid to the analysis of the current state of institutional support for construction policy, in particular the activities of the State Inspectorate for Architecture and Urban Planning of Ukraine, which plays a leading role in the implementation of controlling and regulatory functions. Existing organizational, legislative and analytical barriers that complicate an objective assessment of the effectiveness of state policy are identified, in particular: data fragmentation, weak integration of information systems, lack of transparent assessment standards. The article provides examples of modern project management tools in construction, including infrastructure project portfolio management, which is becoming relevant in the post-war reconstruction. Emphasis is placed on the feasibility of implementing digital monitoring and reporting platforms that allow for operational assessment of the implementation of construction programs in real time. Based on the analysis, a number of scientifically based recommendations have been formulated, including: development of a unified system of performance indicators; introduction of a multi-level monitoring system; harmonization of Ukrainian approaches with international standards (OECD, World Bank); strengthening the analytical capacity of state bodies.
