Abstract

The article substantiates the necessity of implementing a comprehensive approach to managing migration processes in Ukraine as a fundamental prerequisite for preserving human capital and ensuring demographic revival in the post-war period. The destructive impact of full-scale war on the state's intellectual and labor potential, expressed through the unprecedented scale of forced mobility of citizens, is analyzed. It is determined that in modern conditions, migration policy must transform from a tool of administrative control into a strategic mechanism for restoring national resilience. It is proved that the successful reintegration of forced migrants and the stimulation of their return require synergy between legal, economic, digital, and socio-psychological management tools. Particular attention is paid to the spatial concept of migration security and the role of digital integration of internally displaced persons. The concept of human capital as the main driver of post-war recovery is revealed, where migration processes are considered not only as a risk but also as a potential source of new competencies and international connections. Strategic imperatives of state policy aimed at creating a favorable institutional environment for demographic revival are proposed, including the development of social infrastructure, guaranteeing security, and investing in education and healthcare. The role of territorial communities as primary hubs for the socio-economic adaptation of migrants is highlighted. Conclusions are formulated regarding the need to develop a National Strategy for the Preservation of Human Capital, which would integrate migration policy into the general system of public management of economic growth. In particular, the author proves that in order to move from fixing risks to active management of demographic processes, taking into account the principles of "people-centricity" and "barrier-freeness", directions for implementing state policy in terms of demographic revival have been developed and a roadmap for transforming Ukraine into a competitive environment for a high-quality life and self-realization of the country's population in the post-war period has been proposed.
