CONCEPTUAL ASPECTS OF FORMING A CLUSTER MODEL OF RESORTS GREEN-BLUE DEVELOPMENT
Abstract
Topicality. In the context of modern problems of resort territories development, the issue of applying cluster approaches to increase their competitiveness and ensure synergy in interaction between enterprises, infrastructure, authorities and other stakeholders is becoming more relevant. At the same time, the need to transition to the principles of sustainable development requires the formation of a cellular environmentally oriented cluster model of resort development, which would systematically integrate green and blue infrastructure, socio-cultural factors and innovative management mechanisms. Aim and tasks. The aim of the study is to develop conceptual provisions for the formation of a cluster model of resorts` green-blue development in the context of sustainable development objectives. The purpose of the article is to develop conceptual provisions for the formation of a cluster model of green-blue development of resorts. Tasks: to substantiate the feasibility, content, and goal tree of the cluster model of green-blue development of resorts; to develop the stages of the formation of a cluster model of green-blue development of resorts. Materials and Methods. The following methods were used in the study: structural-logical analysis; comparative analysis; program-target method, optimization method. The following methods were used in the study of the conceptual provisions of the formation of a cluster model of green-blue development of resorts: structural-logical analysis allowed us to determine the principles of the formation of cluster models; comparative analysis was used to determine the advantages of clustering in the resort sector; the program-target method was used in the development of strategic and tactical guidelines for the long-term development of resort territories; the optimization method was used to determine the stages of the formation of a green-blue model of resort development. The materials of the article are formed on the systematization and generalization of domestic and foreign scientific research. Research results. The article substantiates that the formation of a cluster model of resorts` green-blue development is an urgent scientific and practical task that meets the strategic priorities of sustainable development, climate adaptation, European integration and post-war reconstruction of Ukraine. It is proven that such a model is able to ensure the comprehensive modernization of resort areas, strengthen their competitiveness and promote the harmonious development of natural, economic and social systems, that is, it assumes a close interdependence between the ecological sustainability of the territory and economic efficiency. Strategic goals are substantiated that determine the guidelines for the long-term development of resort areas on the basis of rational use of resources, ecological balance and economic competitiveness. Accordingly, tactical goals are proposed that ensure the transition from the general concept of sustainable development to its implementation in the management, organizational, economic and social mechanisms of resort clusters. The authors, unlike existing scientific works, consider the resort cluster as a complex managed socio-ecological and economic system, where cluster interaction is a tool for achieving sustainable development of the resort area. Conclusion. The conceptual provisions for the formation of a cluster model of resorts` green-blue development should be developed in the context of sustainable development objectives and the principles of balanced use of the territory`s resource potential. The scientific novelty of the study lies in the development of a holistic cluster model of resorts` green-blue development, which, unlike existing approaches, integrates environmental, economic and socio-institutional mechanisms for managing resort territories based on a systemic combination of natural, human, financial resources, infrastructure and network interaction of development entities on the basis of green-blue growth.
