Abstract
The article substantiates the need to modernize Russia’s state policy in the management of mineral resources. Guided and regulated exploitation and processing of mineral resources can be a source of dynamic economic development based on high-tech technologies, as well as an effective tool for overcoming the imbalances of the sectoral and spatial structure in the East of the country. An analysis of the development trends in the regions of Siberia and the Far East showed a reduction in economic activity, an increase in the weight of the extractive industry and an increase in spatial imbalances in the South–North East–West directions in the macroregion. The theory of resource economics and world experience show that natural resources can become an incentive for scientific and technological development and a source of demand for scientific research. The institutional environment and state socio-economic policy should be aimed at the formation and implementation of integrated resource-innovation projects distributed in space, linking scientific, human and technological components at all stages of the value chain and social value.
