Evaluation of Efforts and Obstacles in Increasing Voter Participation of Persons with Disabilities in the 2024 Elections
Abstract
The success of general elections (elections) is highly dependent on high voter turnout, which guarantees the legitimacy of the government and protects the voting rights of all citizens, including people with disabilities. This study aims to analyze the efforts of the Riau Provincial General Election Commission (KPU) in increasing the participation of voters with disabilities in the 2024 elections. Using a qualitative method with a descriptive approach, this study determined informants through purposive sampling techniques to obtain in-depth data from relevant sources. The results show that the Riau Provincial KPU has made various efforts to increase the participation of voters with disabilities, but the results have not been optimal. The participation rate of this group in the region remains low due to various obstacles. The steps that have been taken include intensive socialization to voters with disabilities, coordination with relevant agencies such as local governments and organizations for persons with disabilities, the formation of democracy volunteers, and the opening of opportunities for persons with disabilities to become election organizers. The KPU also strives to create accessible elections by providing facilities such as assistive devices and disability-friendly polling locations. However, serious challenges remain, such as family factors that limit mobility, economic constraints that hinder access to transportation, and budget limitations that restrict resources. This study emphasizes the importance of a more comprehensive approach and strong synergy between the government, the disability community, and other stakeholders to create an inclusive election environment. Thus, all citizens, especially persons with disabilities, can actively participate in the democratic process, ensuring fair and representative elections.
