Abstract

The article provides a systematic analysis and diagnostics of the technical and technological potential (TTP) of Ukraine's agricultural sector under the unprecedented challenges caused by full-scale military aggression. It is substantiated that TTP is a materialized expression of scientific and technological progress, which directly determines the competitiveness and adaptability of the agro-industrial complex. The study conducts a comprehensive assessment of the material and technical base through the lens of physical and moral obsolescence of fixed assets, an analysis of the age structure of the machine and tractor fleet, and the dynamics of labor power-to-man ratio. It was established that as of the end of 2024, the industry is in a state of deep structural crisis: the loss of over 130,000 units of machinery, the destruction of 4 million tons of grain storage capacity, and critical damage to the irrigation infrastructure in the South were recorded. Direct damages to the agricultural sector are estimated at $10.3 billion. Diagnostics of the asset depreciation level (55–75%) proved the formation of a "technological gap," leading to resource overconsumption and a loss of up to 20% in potential yield. A paradoxical increase in the power-to-man ratio was identified, which is driven not by technical renewal but by a reduction in personnel due to migration and mobilization processes, deepening the shortage of qualified specialists. Special attention is paid to infrastructural transformation: the shift of technological activity centers to western regions and the implementation of mobile solutions for grain storage. Based on the analysis of 2025 results and forecasts for 2026, priority trends for post-war recovery are identified: humanitarian demining, transition to multifunctional energy-efficient machinery, development of autonomous systems, and compliance with EU Green Deal requirements. The study concludes that it is necessary to implement the "Build Back Better" strategy, which involves not just replacing lost capacities but transitioning to high-tech, digitalized, and energy-independent agricultural production through targeted state leasing programs and investment attraction..
