Abstract

Tourism in the Special Regions of Yogyakarta and Bali faces serious challenges due to overtourism, which negatively impacts the environment and local communities. This study analyses the influence of overtourism, green tourism, priority destinations, and sustainable economic growth on sustainable tourism governance, with government policies as a moderating variable. The method used in this study is a quantitative design with a survey approach involving 360 respondents from micro, small-, and medium-sized enterprises (MSMEs), tourists, and stakeholders in the tourism sector in Yogyakarta and Bali. Data were collected through questionnaires designed to explore respondents' perceptions of the variables studied and analyzed via partial least squares structural equation modeling (PLS-SEM) to evaluate the relationships between variables. The study results show that overtourism has a negative effect on sustainable tourism governance, which is reflected in environmental damage and a decrease in people's quality of life. On the other hand, green tourism practices, priority destination development, and sustainable economic growth have a significant positive influence on tourism management. Government policies play an important role as moderators, helping manage the relationships among these variables. Government policies can weaken the negative influence of overtourism on sustainable tourism governance. In addition, government policies can strengthen the positive influence of green tourism, priority destinations, and sustainable economic growth on sustainable tourism governance. The contribution of this research lies in a deeper understanding of the dynamics of local tourism and the importance of policy integration to support sustainable tourism practices.
