Procedure Analysis and Process Evaluation of Enterprise Customs Declaration Business Based on RS-SVM

Against the backdrop of global trade uncertainties and deepening AEO mutual recognition, this paper takes enterprises as the research object, refers to AEO certification standards, sorts out domestic and foreign AEO and customs management research, constructs a framework to optimize customs declaration processes, and provides references for manufacturing enterprises’ overseas development. Using literature review and expert interviews, an efficiency evaluation system for key customs declaration links is built; the RS-SVM model is applied to identify problems such as insufficient automation, and the ESIA method is used for optimization. This solution enhances AEO application, provides quantitative evaluation for export enterprises, and improves supply chain compliance, competitiveness and efficiency.
