INNOVATIVE MODERNIZATION AND TRANSFER OF DUAL-PURPOSE TECHNOLOGIES IN EMERGENT ECONOMIC SYSTEMS: INSTITUTIONAL CONCEPT
Abstract
The article examines the institutional transformation of emergent economic systems through innovative modernization and dual-use technology transfer. Particular attention is paid to the impact of institutional changes on the development of innovation processes in the context of reindustrialization and the increasing institutional status of the state. It is argued that for effective economic growth, it is necessary to support high-tech industries, stimulate innovation in key production sectors, and use dual-use technology transfer to improve the interaction between science, industry, and technological processes. The search for our latest model of innovative modernization and the transfer of dual-purpose technologies should be aimed at determining the optimal algorithms for forming the conceptual matrix of the modern economic system. The modernization policy in Ukraine did not take into account the properties of emergence, which are inherent in both the social sciences and any economic systems. According to Lawson’s definition, if something is formed based on a lower level, but each level has characteristics that cannot be derived from the previous level, this is emergence. The problems of the emergence of economic systems in conditions of instability, unpredictability, and variability acquire special scientific, theoretical, and practical significance, given the modern realities of the development of the Ukrainian economy. The article finds that the simultaneous achievement of technological breakthroughs in all emergent economies is unattainable; therefore, it is important to focus on the development of dual-use technology transfer, which will create a positive effect for the development of the defense industry and strengthen the prospects of the Ukrainian economy. The paper examines the role of innovative modernization in emergent economic systems, which is becoming a key factor in the technological renewal of the economy. An important result of the study is the development of an econometric model that demonstrates the relationship between institutional factors and innovative modernization. The model showed that an increase in the share of the shadow economy and informal employment reduces the volume of sales in high-tech industries, which confirms the negative impact of institutional risks on the technological development of the country. The model passed all the necessary tests, which confirms its high reliability and the possibility of using it for further analysis. It has been established that innovative modernization is becoming a key factor in the modern technological renewal of the Ukrainian economy. To adjust the development of dual-purpose technology transfer and to implement effective institutional mechanisms for targeted innovative modernization, modern methods of state regulation based on digital technologies, global information experience, and the appropriate institutionalization of emergent economic systems are proposed for use.
