ECONOMIC ANATOMY AND CONTEMPORARY PROBLEMS OF SOCIAL PROTECTION: A REVIEW ON THE EXAMPLE OF THE REPUBLIC OF AZERBAIJAN

The article, based on the author’s scientific and theoretical approach and viewed from the perspective of the Republic of Azerbaijan, analyzes the foundations of social welfare formation, which constitute the main philosophy of modern social state models, and also examines contemporary problems of social welfare. Under current conditions, a comprehensive and systematized set of factors shaping social welfare is presented to guide the development of activities in the Republic of Azerbaijan aimed at enhancing social well-being. The main objective of the study is to deepen the strategically important conceptual base related to the modern application of social protection in local conditions, which has become the primary goal of state social policy under current circumstances. Methodology of the research. The research is based on analyses conducted within a scientific and economic framework, drawing on both local and international practices, as well as on theoretical and organizational-normative foundations established at the level of sectoral management. Given the content of the topic, mathematical and economic approaches are applied primarily in the discussion section. Application importance of the research. The research results have theoretical, conceptual, and practical significance for defining actual strategic reform goals aimed at improving the next stage of the development of the social protection system in Azerbaijan. The results of the research. The results of the analysis are aimed at strengthening the scientific foundation of approaches related to effective and optimal decision-making in social protection, based on the established experience of the social protection system in Azerbaijan. The originality and scientific innovation of the research. In the analyses presented by the author within the framework of the topic, priority is given to the approach of conducting evaluations, analyses, and conclusions based on the example of social protection mechanisms that are considered necessary for improving social protection under real conditions in Azerbaijan in the coming period. The author emphasizes the priority factors that form the basis of social welfare development in Azerbaijan in relation to the social protection system within the context of mutual social and economic relations. A theoretical, schematic, and systematic description is provided of the role of these factors in enhancing social welfare, which represents the ultimate goal of social protection measures and applied mechanisms. The results of the study possess scientific and practical significance for defining the contours of the next stage of strategic development of social welfare in connection with social protection under local (national) conditions).
