It identifies that despite wartime challenges, resource shortages, and external constraints, non-governmental think tanks are actively developing institutional policies and seeking to strengthen managerial resilience. Originality and Practical Significance of the Study. The originality of this research lies in its comprehensive assessment of managerial models, policies, and challenges of non-governmental think tanks in Ukraine under conditions of full-scale war and reduced donor funding. The results have practical value for think tank leaders, donors, and expert communities, as they help identify growth areas and institutional needs within the sector.
