СУТНІСТЬ ТА ОСОБЛИВОСТІ ВЗАЄМОДІЇ СЛУЖБИ БЕЗПЕКИ УКРАЇНИ З ІНШИМИ СУБ’ЄКТАМИ СЕКТОРУ БЕЗПЕКИ ТА ОБОРОНИ

The article is devoted to the key characteristics of the category of “interaction” are the following: 1) it is dynamic in nature; 2) the presence of two or more participants in legal relations; 3) their behavior is regulated by the norms of law, mainly administrative; 4) it has a clearly defined goal, the achievement of which requires the solution of certain tasks; 5) it is systematic, the presence of certain stages of interaction; 6) it is reflected in a number of administrative and legal forms and methods. It is concluded that the essence of the interaction of the Security Service of Ukraine with other entities of the security and defense sector lies in the effective implementation of actions, as well as operations and measures, regulated by administrative and legal norms, coordinated in time and place, in conjunction with one or more entities of this sector, united by a common goal - solving tasks to neutralize threats to national security of Ukraine. It is proven that the features of the interaction of the Security Service of Ukraine with other entities of the security and defense sector are as follows: firstly, it is regulated mainly by the norms of administrative law, which determine the legal status of the SBU in this area, as well as entities that implement joint activities with it; secondly, it has a single, common goal, the achievement of which involves the need to solve a number of tasks, based on the effective distribution of actions between the parties to the interaction within the limits of their competence; thirdly, the operational adaptation of forms and methods of interaction to possible objective changes in order to successfully perform the tasks set; fourthly, it is focused, among other things, on ensuring public information about the importance and necessity of such interaction, its results, while simultaneously complying with the requirements regarding the prohibition of disclosure of restricted information.
