Abstract
The article reveals the essence and problematic aspects of managing the natural resource potential of territorial communities in the context of the final stage of decentralization and the legal regime of martial law.Special attention is given to the transformation of the organizational and economic mechanism of natural resource management from an administrative function into a strategic tool for ensuring the financial autonomy of local self-government.A systemic analysis of economic relations arising in the process of utilizing land assets is conducted using the Boryspil Urban Territorial Community as a case study. The modern state of the land fund is analyzed, characterized by a critical level of anthropogenic pressure-where arable land constitutes nearly 90% of agricultural grounds-and a persistent trend towards urbanization at the expense of agricultural areas.Significant disparities between the existing resource potential and its fiscal return are identified. It is established that despite land payments being the second most significant source of budget revenue, there is a substantial asymmetry in the taxation of agricultural producers. The negligible share of the Single Tax (Group 4) against the backdrop of dominant agricultural lands serves as empirical evidence of a large-scale shadow sector and the concealment of real income.Key challenges of the post-war period are identified: institutional flaws in the State Land Cadastre, the lack of a complete inventory of communal property, the prevalence of shadow lease schemes, and the ecological degradation of soils due to a lack of effective control. The dynamics of budget indicator recovery in 2023-2025 following the economic shock of the full-scale invasion are analyzed. It is concluded that effective modernization of the management system is possible only through a comprehensive approach: total digitalization of resource accounting (implementation of municipal GIS portals), completion of land inventory, and integration of spatial planning with economic development strategy. The implementation of the proposed measures will allow for the de-shadowing of land relations and the mobilization of the community's internal reserves for post-war recovery.
