Abstract
The scientific article examines the theoretical foundations of financial monitoring as a key element of the system for countering the legalization of revenues received from crimiminal activities and financing of terrorism (AML/CFT).The relevance of the study is determined by the strengthening of global financial risks, the digitalization of financial services, the growth of cross-border capital flows, and the need to adapt national financial monitoring systems to FATF international standards and the requirements of a risk-based approach. The aim of the article is to systematize and theoretically generalize scientific approaches to the interpretation of financial monitoring and to determine its role and functions within the AML/CFT system. The methodological basis of the study includes general and specialized research methods, in particular abstraction, analysis and synthesis, induction and deduction, based on systemic and structural and functional approaches, as well as semantic analysis.
