Abstract
The article investigates the institutional and financial mechanisms for community recovery in Ukraine during the wartime and post-war periods, considering the country's decentralization reforms and international post-conflict recovery practices.A comparative analysis of institutional models and financial instruments in Ukraine and abroad was conducted, identifying key factors for effective recovery: flexibility in governance, multi-level coordination, and active participation of local communities and businesses in strategic planning. The study proposes specific measures to enhance the effectiveness of community recovery: strengthening institutional capacity by establishing specialized recovery agencies, coordination structures, and integrating local governments into national and international reconstruction programs.Optimizing financial mechanisms through a combination of budgetary funds, targeted recovery and grant programs, concessional lending, and blended finance, enabling private investment mobilization while mitigating financial risks.Implementing strategic and adaptive planning frameworks that account for demographic changes, population displacement, and the needs of critical infrastructure. The analysis demonstrates that combining institutional reforms and diversified financial instruments produces a synergistic effect, accelerating reconstruction processes and fostering long-term socio-economic resilience. The findings also emphasize the importance of evidence-based decision-making, transparent governance, and participatory approaches, which are essential for achieving equitable and sustainable outcomes in post-conflict community recovery.
