Abstract

Road pavement quality is a primary factor for the efficient functioning of the national transport system and the sustainable economic development of Ukraine.Under the conditions of European integration and increasing international requirements for transport infrastructure, a comprehensive approach to assessing and ensuring quality in road construction becomes particularly important. The current condition of Ukraine's road network is characterized by significant quality issues that reduce economic competitiveness, increase logistics costs, and negatively affect citizens' safety and quality of life. This study develops comprehensive theoretical and methodological foundations for a systems analysis of road pavement quality criteria and their complex interrelations. The methodology of the research relies on a holistic systems approach and combines historical-logical analysis, structural modeling, comparative analysis, expert assessment, and graphical representation. The paper systematizes eight core pavement quality criteria: strength and durability, timeliness of construction, economic efficiency, compliance with regulatory standards, traffic safety, environmental performance, accessibility, and visual aesthetics. It is scientifically proven that these criteria are connected through both synergistic (reinforcing) and conflicting (trade-off) relationships.Key conflicts typically arise between durability and initial costs, schedule acceleration versus technological compliance, and environmental protection measures versus project budget efficiency. To address these contradictions, a balanced management approach is proposed, which includes the strategic prioritization of criteria depending on the road category, the use of integral quality indicators, and multicriteria comparison of design alternatives. The study further outlines the essential tasks of economic quality assessment, focusing on Life-Cycle Cost Analysis (LCCA), user effects, and budget expenditure effectiveness. The results provide a conceptual framework for improving quality management methods in the road sector and contribute to the development of modern regulatory and methodological support for infrastructure projects.
