СТАТИСТИЧНЕ ЗАБЕЗПЕЧЕННЯ УПРАВЛІННЯ ТУРИСТИЧНО-ГОТЕЛЬНИМ КОМПЛЕКСОМ УКРАЇНИ В УМОВАХ ЦИФРОВОЇ ТРАНСФОРМАЦІЇ

У статті розкрито сутність і зміст статистичного забезпечення управління туристично-готельним комплексом України в умовах цифрової трансформації економіки.Доведено, що статистичне забезпечення є ключовою складовою системи інформаційно-аналітичного супроводу управлінських рішень, яка поєднує офіційні статистичні спостереження, аналітичну інфраструктуру та цифрові інструменти обробки даних.Визначено основні структурні елементи системи статистичного забезпечення управління, зокрема: концептуальний рівень (методологія, стандарти, показники), інституційний рівень (організація збору, узгодження та поширення даних) і технологічний рівень (аналітичні платформи, Big Data, BI-системи).Проаналізовано міжнародні стандарти туристичної статистики (IRTS 2008, TSA: RMF 2008) та напрями їх адаптації в Україні.Показано трансформацію традиційного статистичного підходу у напрямі інтегрованої цифрово-аналітичної моделі, здатної забезпечувати моніторинг, прогнозування та оцінювання ефективності функціонування туристичноготельного комплексу.Проведено SWOT-аналіз національної системи статистичного забезпечення управління, який виявив її сильні сторони (наявність методологічної бази, досвід упровадження TSA), слабкі сторони (повільні темпи цифровізації, обмежена регіональна деталізація), можливості (інтеграція з Big Data, розвиток відкритих даних) і загрози (дефіцит фахівців, інформаційна фрагментація).Обґрунтовано доцільність модернізації статистичного забезпечення управління туристично-готельним комплексом на основі поєднання міжнародних стандартів, національних пріоритетів та інструментів цифрової економіки.Запропоновано концептуальну модель розвитку статистичного забезпечення управління ТГК, орієнтовану на використання інтегрованих інформаційних ресурсів, автоматизацію збору даних і впровадження прогнозно-аналітичних технологій.Наголошено на важливості інституційної підтримки з боку державних органів статистики, Міністерства економіки та регіональних органів управління туризмом.Практичне значення отриманих результатів полягає у формуванні методологічних підходів до побудови сучасної системи моніторингу туристично-готельного комплексу, що базується на принципах відкритості, оперативності та сумісності даних.Подальші дослідження доцільно спрямувати на розроблення методики оцінювання ефективності управління туристично-готельним комплексом із використанням цифрових індикаторів, методів машинного навчання та аналітики великих даних.The article reveals the essence and content of statistical support for managing the tourist and hotel complex of Ukraine under the conditions of digital economic transformation.It is substantiated that statistical support constitutes a key component of the information and analytical framework for managerial decision-making, integrating official statistical observations, analytical infrastructure, and digital data processing tools.The main structural elements of the statistical support system for management are identified, including the conceptual level (methodology, standards, indicators), the institutional level (organization of data collection, coordination, and dissemination), and the technological level (analytical platforms, Big Data, and business intelligence systems).International standards of tourism statistics (IRTS 2008, TSA: RMF 2008) and the directions of their adaptation in Ukraine are analyzed.The transformation of the traditional statistical approach toward an integrated digital and analytical model capable of ensuring monitoring, forecasting, and evaluating the performance of the tourist and hotel complex is demonstrated.A SWOT analysis of the national system of statistical support for management is conducted, identifying its strengths (availability of a methodological framework and experience in implementing TSA), weaknesses (slow pace of digitalization and limited regional granularity), opportunities (integration with Big Data and development of open data), and threats (shortage of qualified specialists and information fragmentation).The expediency of modernizing statistical support for managing the tourist and hotel complex is substantiated based on the combination of international standards, national development priorities, and digital economy instruments.A conceptual model for the development of statistical support for managing the tourist and hotel complex is proposed, focusing on the use of integrated information resources, automation of data collection processes, and implementation of predictive and analytical technologies.The importance of institutional support from state statistical authorities, the Ministry of Economy, and regional tourism governance bodies is emphasized.The practical significance of the obtained results lies in the development of methodological approaches to building a modern monitoring system for the tourist and hotel complex based on the principles of openness, timeliness, and data compatibility.Further research should focus on developing methodologies for assessing the effectiveness of managing the tourist and hotel complex using digital indicators, machine learning methods, and big data analytics.
