Abstract
The article summarizes the formation and development of grant support for Ukrainian business under conditions of full-scale war and extreme economic uncertainty. It examines the transformation of grant programs since 2022, when they became a key financial instrument for business survival, stabilization, and recovery, rather than a traditional tool for innovation stimulation as practiced in most EU countries. The study analyzes the dynamics, volumes, and sectoral directions of grant financing for Ukrainian enterprises, highlighting the sharp increase in grant consumption compared to the pre-war period.Particular attention is paid to the role of the state in transforming fragmented grant initiatives into a systemic policy of economic resilience through regulatory, institutional, financial, coordination, and analytical functions. The paper also explores the adaptation of international grant funds to Ukrainian realities, including simplified access procedures, regional targeting, integration of grants with financial instruments, and a focus on energy resilience, micro and small enterprises, and employment preservation. At the same time, the behavior of Ukrainian businesses is analyzed, emphasizing the shift from reactive, short-term crisis management toward proactive integration of grant financing into development strategies, investment decisions, and institutional modernization.A comparative analysis with selected EU countries demonstrates significant differences in grant volumes per capita, reflecting disparities in economic stability, institutional maturity, and access to European funding mechanisms.Based on the identified trends, a forecast of grant support for Ukrainian business for the medium term is proposed. The findings confirm that grant financing has become an essential component of Ukraine's economic recovery model, strengthening business resilience and forming the foundation for post-war growth and structural transformation of the national economy. This is a place for a new economy that our country will be created for in its post-war period. The laws of its formation require diversification of quality tools to support business, its development and rapid expansion. And this will not always be based on European grant programs or practices.Accordingly, there is a need to carefully study grant practice and shape the flow of external borrowing funds based on the principles of national need.
