Abstract

The paper provides a comparative analysis of tariff and non-tariff remuneration models used at construction enterprises operating in a project-based environment characterized by collective work, seasonality and elevated safety risks. The study clarifies the essence of both models, identifies areas of appropriate application in construction, outlines typical implementation mistakes, and formulates practical recommendations for selecting and combining elements of both approaches in compliance with statutory wage guarantees and cost management needs. The basic theory of wage organization is systematized: tariff scales, grades and coefficients, tariff rates and salary schemes, work measurement and standard setting, time-based, piece-rate and lump-sum forms, as well as incentive, guaranteed and compensatory payments. The tariff model ensures normative transparency and reproducibility; however, without timely updating of standards and under unstable workloads it may lose its motivational capacity.Non-tariff approaches (distribution of wage funds using coefficients, point and grading evaluations, KPI-based pay) enhance flexibility and strengthen the link between pay and performance, but require mature performance measurement and internal trust to avoid subjectivity and conflicts. An author's synthesis is proposed as a 'two-loop' tariff-non-tariff model: a guaranteed part of remuneration is based on a tariff (or grading) base, while a variable part is allocated through a transparent project incentive fund using productivity, quality, schedule compliance and occupational safety indicators with the involvement coefficient of labour participation.Selection criteria are substantiated (measurability, cooperation intensity, workload stability, workforce structure, digital maturity) for designing collective agreements and remuneration policies.
