Abstract

The article examines the evolution of contemporary approaches to social infrastructure as a key determinant of quality of life, social cohesion, and territorial resilience. It is shown that modern international development frameworks (UN-Habitat, OECD, World Bank, UNDP) conceptualize social infrastructure not merely as a set of physical facilities, but as an institutional and spatial system that ensures access to essential services, fosters social capital, and strengthens the resilience of communities and territories. The study substantiates a logical link between infrastructure development, infrastructural accessibility, social integration, quality of life, and territorial sustainability. The paper analyses Ukraine's experience with the programme-based approach to infrastructure development, revealing its fragmented, short-term nature and limited effectiveness, while highlighting the positive role of decentralization in improving infrastructure governance at the community level.Particular attention is paid to the transformation of the infrastructure landscape under the conditions of full-scale war and post-war recovery, which intensifies the demand for new methodological tools of assessment. The study systematizes existing approaches to measuring infrastructure development based on physical and financial indicators, as well as the use of composite indices. It argues for the necessity of complementing social cohesion indices with assessments of the quality and accessibility of infrastructure facilities and services. The paper proposes conceptual foundations for a multidimensional Social Infrastructure Index designed to identify structural gaps in accessibility, support investment prioritization, and inform development and recovery policies for communities and territories in wartime and post-war contexts. The article generalizes that an effective recovery and development policy requires institutionalization of social infrastructure assessment at all levels of government using the Infrastructure Accessibility Index as a promising analytical and management tool.
