Abstract

This article investigates human resources in the strategic management of Ukraine's maritime transport infrastructure. The study analyzes the impact of global trends, shortage of qualified personnel, and insufficient managerial competencies on the effectiveness of infrastructure development, including planning, investment projects, and digital transformation.Key challenges identified include the low educational level of managerial staff, lack of specialists in logistics, infrastructure engineering, and digital technologies, limited integration of digital platforms, and low interoperability of port information systems.Proposed solutions to enhance strategic management effectiveness include the establishment of professional development centers, implementation of specialized educational programs, enhancement of digital competencies, andintegration of information platforms with international transport and customs systems. The study emphasizes that comprehensive workforce development, alignment of competencies with international standards, and digitalization are critical factors for increasing the competitiveness, resilience, and sustainable development of Ukraine's maritime transport infrastructure.Addressing these challenges requires coordinated efforts among governmental bodies, port administrations, educational institutions, and international partners to ensure effective adaptation to global trends, technological innovations, and security requirements. The findings contribute to understanding the interplay between human resources, managerial competencies, and technological integration in strategic infrastructure management, providing practical recommendations for improving efficiency, transparency, and international cooperation in the maritime transport sector.
