Abstract

The article examines the foreign experience of labor market regulation in the United States, the European Union and Japan, focusing on the economic and social mechanisms used to ensure employment stability and sustainable economic development. In the context of globalization, digital transformation and structural changes in national economies, the labor market is undergoing significant transformations that require the active involvement of the state in employment regulation and human capital development. The study analyzes key approaches to labor market management applied in developed countries, including active employment policies, vocational training and retraining systems, support for labor mobility, tax incentives for employers, and social protection of unemployed citizens. It is determined that the U.S. labor market model is characterized by high flexibility, a strong role of market mechanisms and stimulation of entrepreneurial activity, while European countries combine economic efficiency with a developed system of social guarantees and employment protection. The Japanese model, in turn, is based on long-term employment relations, corporate responsibility and continuous professional development of employees.Special attention is paid to current challenges affecting labor markets, such as technological modernization, digitalization, demographic changes, labor migration and structural unemployment. The study emphasizes that despite differences in national models, all developed countries apply active state regulation aimed at increasing employment, improving workforce competitiveness and ensuring social stability. The article substantiates the expediency of adapting certain elements of foreign experience to Ukrainian realities, taking into account the specifics of economic development, the consequences of military aggression, migration processes and the need for post-war economic recovery. It is argued that the implementation of effective labor market regulation mechanisms, support for professional education and stimulation of job creation can significantly contribute to reducing unemployment, strengthening human capital and ensuring sustainable economic growth in Ukraine.
