Abstract

The article is devoted to the study of theoretical foundations and the development of practical recommendations for implementing adaptive management in agri-food enterprises amidst the extreme destabilization of the modern world. The relevance of the topic stems from the global transition from a VUCA environment to a BANI state (Brittle, Anxious, Nonlinear, Incomprehensible), which renders traditional inertial management models ineffective. The authors emphasize that the agri-food sector is a fundamental link in Ukraine's economy, ensuring food security and foreign exchange earnings; however, its resilience today depends on the ability of business entities to flexibly restructure their strategies. The proposed approach is based on the formation of institutional foundations for a tripartite partnership within the "government-business-community" system. Within this model, the role of the government is transformed into the function of a creator of an "adaptive field" through regulatory and infrastructural support. Business acts as the driving force for innovation and resilience by implementing Agile approaches and diversifying production. The community is identified as the key link, providing social legitimacy, human capital, and social control, which are essential for longterm sustainability. Special attention is paid to the cluster model of interaction, which functions as a "living system" and enables a collective response mechanism to external challenges. It is proven that shared access to information and the integration of research and development (R&D) potential within the cluster reduce participants' anxiety and allow for the rapid implementation of adaptive technologies, such as precision farming. The central zone of actor interaction becomes a stabilization hub, where the financial agility of business and the social capital of the community consolidate to mitigate market incomprehensibility. The practical significance of the results lies in the development of specific measures for each participant of the triad: from the creation of regional coordination councils by the government to the implementation of corporate social responsibility strategies by businesses and the development of adaptive human capital by the community. The transition from rigid hierarchical systems to flexible partnership ecosystems is a key condition for the resilience of agri-food enterprises and the sustainable development of rural areas.
