THE IMPACT OF TAXATION ON THE DEVELOPMENT OF THE BANKING SYSTEM IN CONDITIONS OF UNCERTAINTY
Abstract
The article examines the impact of taxation on the development of the banking system in conditions of economic uncertainty. It is substantiated that the banking sector plays a system-forming role in the financial system of the state, and the effectiveness of its functioning largely depends on the parameters of tax policy. The relevance of the study is due to the growth of macroeconomic, financial and regulatory uncertainty, which increases the sensitivity of banking institutions to changes in the tax environment and affects their financial stability and credit activity. The paper reveals the theoretical principles of the impact of taxation on banking activities, identifies the channels of tax influence on the profitability, capitalization and risk behavior of banks. The current challenges of the functioning of the banking system in conditions of uncertainty, associated with macroeconomic instability, increased regulatory requirements and increased systemic risks, are analyzed. Based on statistical data and author’s generalizations, it is proven that the tax burden affects the activities of banks not only through the direct withdrawal of financial resources, but also indirectly – by strengthening pro-cyclical effects, changing the structure of assets and limiting long-term financial planning. It is substantiated that in conditions of uncertainty, tax policy for the banking sector should be considered as a tool for ensuring financial stability along with monetary and macroprudential policy. Directions for improving tax policy for the banking sector are proposed, aimed at increasing the stability and predictability of tax regulation, reducing the pro-cyclical impact of taxation, harmonizing fiscal and regulatory decisions, as well as reducing the administrative burden on banks. It is concluded that the implementation of the proposed approaches will contribute to increasing the financial stability of the banking system, preserving its credit potential and strengthening the role of banks in ensuring economic development in conditions of uncertainty. The results of the study can be used in the process of forming tax policy and in further scientific research in the field of banking sector regulation.
