Abstract

The rapid growth in the number of war veterans in Ukraine raises the issue of physical education and sports as an effective tool for reintegration based on the principles of inclusiveness. The State Strategy for Veterans Policy until 2030 emphasizes inclusiveness, the success of which depends on high-quality monitoring and data collection. Despite the availability of international methodologies, there is a lack of research on the transparency and accessibility of information directly for Ukrainian veterans. Methods. The object of analysis is the national digital space and official resources of Ukrainian state institutions responsible for data collection, social protection of war veterans, and sports development. Monitoring was carried out by studying information from the following open sources of seven institutions. The following methods have been used: content analysis; comparison and contrast; secondary analysis of sociological data; cluster analysis. The results. In order to analyze and summarize Ukraine’s experience in monitoring inclusiveness in physical education and sports activities for war veterans and their families, information from open sources on seven official websites of state organizations implementing state policy on war veterans and sports have been studied. Analysis of open data has revealed the fragmentary nature of monitoring physical education and sports activities for war veterans. For example, only five sets of data on the Open Data Portal relate to sports for veterans, and the State Statistics Service of Ukraine does not maintain specialized statistics. The official website of the Ministry of Veterans Affairs of Ukraine provides information about war veterans included in the Unified State Register of War Veterans, as well as information about veteran sports, competitions, and adaptive sports classes. The website of the Ukrainian Veterans Fund contains information on funded projects for war veterans, 4 % of which are implemented in the area of “Sports and Rehabilitation”. The information on the official website of the Ministry of Youth and Sports of Ukraine is presented in the following areas: regulatory and legal framework; projects for the development of adaptive sports and tools for their implementation; involvement of veterans’ family members; professional training; competitions for war veterans. The current state of the system for monitoring the physical culture and sports activities of veterans in Ukraine is characterized by a transition from fragmented data collection to a stage of active institutionalization and digitization.
