The Effect of the New York City Congestion Toll on Trips Served by Transportation Network Companies
Abstract
This study estimates the impact of the New York City’s Congestion Relief Zone Toll on the number of trips served by Transportation Network Companies. Using trip-level data published by the NYC Taxi and Limousine Commission and difference-in-differences approach, we find that total trips, shared trips requested, and shared trips matched decreased by 5.95%, 38.08%, and 50.87% after the toll was implemented. The absence of any discounts for shared trips may have amplified the toll’s impact on shared trips.
