Kinerja pengelola program prioritas nasional (PPN) bersumber bantuan operasional kesehatan (BOK) puskesmas: A literature review

Background: The performance of health workers is crucial in supporting the five National Priority Programs in community health centers. The achievement of the national priority programs in 2023 is still below target. This is evident in the stunting rate at 21.5% (target 14%). The maternal mortality rate increased from 3,572 (2022) to 4,482, and the infant mortality rate reached 27,530. Complete basic immunization coverage was only 35.8% (target 80%), and the prevalence of pulmonary tuberculosis was 0.30%. Although the prevalence of hypertension decreased to 30.8% (from 34.1% in 2018), cases of diabetes mellitus increased from 10.9% (2018) to 11.7% in 2023. Purpose: To analyze the performance of national priority program managers sourced from health operational assistance from community health centers. Method: Literature review research uses the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. The article search design is formulated by formulating PICOS, namely P (problem, patient, or population), I (intervention, prognostic factor, or exposure), C (comparison or control), O (outcome) and S (study). The literature search used comes from Google Scholar with keywords "budget planning", AND "transformational leadership", AND "Work-life balance", AND "training and attitudes in the use of information technology", AND "performance", AND "National Priority Program managers", AND "health operational assistance funds for Community Health Centers". Identifying 1,323 articles, then filtering is carried out according to the topic of discussion to get 10 selected articles. Results: Budget planning is related to performance, transformational leadership is related to performance, Work Life Balance is related to performance, training is related to performance, and attitudes towards the use of information technology are related to the performance of national priority program managers. Conclusion: budget planning, transformational leadership, work-life balance, training, and attitudes towards the use of information technology have a significant relationship with performance, while work-life balance has no relationship with performance. Pendahuluan: Kinerja tenaga kesehatan merupakan hal ini sangat penting dalam mendukung lima Program Prioritas Nasional (PPN) di puskesmas. Capaian PPN di Indonesia pada tahun 2023 masih dibawah target. Hal tersebut terlihat pada angka stunting berada di 21.5% (target 14%). AKI meningkat dari 3,572 (2022) menjadi 4,482, dan AKB mencapai 27,530. Cakupan imunisasi dasar lengkap hanya 35.8% (target 80%), dan prevalensi TB paru 0.30%. Meskipun prevalensi hipertensi menurun menjadi 30.8% (dari 34.1% pada 2018), namun kasus Diabetes Mellitus meningkat dari 10.9% (2018) menjadi 11.7% pada 2023. Tujuan: Untuk menganalisis kinerja pengelola program prioritas nasional (PPN) bersumber bantuan operasional kesehatan (BOK) puskesmas. Metode: Penelitian literature review menggunakan panduan Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA). Desain pencarian artikel dengan merumuskan PICOS yaitu P (problem, patient, or population), I (intervention, prognostic factor, or exposure), C (comparison or control), O (outcome) dan S (study). Pencarian literatur yang digunakan berasal dari Google Scholar dengan kata kunci “perencanaan anggaran”, AND “kepemimpinan transformasional”, AND “Work-life balance”, AND “pelatihan dan sikap dalam penggunaan teknologi informasi (TI)”, AND “kinerja”, AND “pengelola Program Prioritas Nasional (PPN)”, AND “dana BOK Puskesmas”. Mengidentifikasi 1,323 artikel selanjutnya dilakukan penyaringan sesuai dengan topik bahasan mendapatkan 10 artikel yang dipilih. Hasil: Perencanaan anggaran berhubungan dengan kinerja, kepemimpinan transformasional berhubungan dengan kinerja, work life balance berhubungan dengan kinerja, pelatihan berhubungan dengan kinerja, dan sikap terhadap penggunaan teknologi informasi berhubungan dengan kinerja pengelola program prioritas nasional (PPN). Simpulan: Perencanaan anggaran, kepemimpinan transformasional, work-life balance, pelatihan, dan sikap Penggunaan Teknologi informasi dengan Kinerja memiliki hubungan yang signifikan Kata Kunci: Bantuan Operasional Kesehatan; Kinerja Pengelola; Manajemen Kesehatan; Program Prioritas Nasional.
