Wage differentials and employment discrimination in secondary education of Bihar
Abstract
Wage differentials and employment discrimination represent persistent and critical challenges in the landscape of secondary education in Bihar, where both regular and contractual (niyojit) teachers serve within the same institutional framework. Although these teachers share comparable professional responsibilities, significant disparities exist in terms of salary structures, job security, access to benefits, promotional opportunities, and overall professional recognition. These disparities not only affect the economic well-being of contractual teachers but also have broader implications for their morale, motivation, and pedagogical effectiveness. This study employs a mixed-methods approach, combining primary data collected through structured questionnaires and interviews with secondary data sourced from government reports, policy documents, and scholarly literature, to provide a comprehensive analysis of wage inequality and employment discrimination. The research highlights the structural and systemic factors contributing to inequitable treatment, including policy inconsistencies, bureaucratic hurdles, and socio-economic biases. Furthermore, the study examines the consequences of these disparities on teacher job satisfaction, professional commitment, and student learning outcomes, revealing a direct correlation between equitable employment practices and the quality of education delivered. By presenting empirical evidence and comparative insights, the paper offers policy recommendations aimed at harmonizing wage structures, regularizing contractual appointments, ensuring equitable access to professional development, and fostering an inclusive and motivated teaching workforce. The findings underscore the urgency of addressing employment inequities to enhance both teacher welfare and educational quality in Bihar’s secondary schools.
