Challenges of district administration and democratic decentralisation: The experience of Mysuru district
Abstract
District administration in India serves as the critical link between state policies and local governance. The process of democratic decentralisation, particularly through the Panchayati Raj system, aims to empower local communities and improve service delivery. Mysuru district in Karnataka provides a representative case to study the interaction between district administration and decentralised governance. While decentralisation has improved participatory decision-making and local accountability, significant challenges persist, including Rigid Bureaucracy, Inadequate Resource, Divergence, Political Interference, Public Involvement, Capacity Inadequacy, Adaptation barriers, Infrastructure Limitations. This paper analyses these challenges through a combination of policy analysis, field reports, and secondary data, highlighting the balance between administrative efficiency and democratic participation. The study concludes with recommendations to strengthen district administration and decentralised governance in Mysuru, offering lessons applicable to other districts in India.
