Abstract

This study assessed the municipal community support programs in addressing the socio-economic and educational challenges of the hinterland folks in Bulalacao, Oriental Mindoro. It examined the respondents’ socio-economic profile, identified existing municipal programs, determined key challenges, evaluated community perceptions of program effectiveness, and identified changes resulting from program implementation. A mixed-methods research design was employed using survey questionnaires and interviews with hinterland residents. Descriptive statistics and thematic analysis were used in data analysis. Findings revealed low educational attainment, dependence on agriculture and seasonal employment, large household sizes, and semi-permanent housing conditions among respondents. Municipal programs focused on livelihood and educational support, but challenges such as limited employment opportunities, distance from schools, and inadequate infrastructure persisted. Despite these limitations, respondents generally perceived the programs as beneficial, noting improvements in income stability, school participation, and access to basic services. Based on the findings, an extension program is proposed to enhance livelihood sustainability, educational access, and community participation through strengthened municipal interventions.
