Virasat of Care, Vikas of Empowerment: Reimagining Child Welfare through Centrally Sponsored Schemes in the Vision of Swarnim Bharat 2047
Abstract
India’s journey towards Swarnim Bharat 2047 paints a vivid picture of a nation where our rich heritage, or Virasat, beautifully blends with development, known as Vikas. At the core of this vision lies the empowerment of children, which is not just a noble commitment but also a vital part of our progress. This paper takes a fresh perspective on child welfare by examining centrally sponsored schemes launched between 2015 and 2021, focusing specifically on Delhi. Initiatives like ICDS, Beti Bachao Beti Padhao, PM POSHAN, and Samagra Shiksha highlight a significant shift from merely providing welfare to actively promoting empowerment and inclusion. By analyzing policies and observing real-life impacts, this study delves into how these efforts reflect India’s rich tradition of care while advancing development through education, health, and social safety nets. It sheds light on both the successes and the hurdles in transforming welfare intentions into genuine empowerment outcomes, especially for urban and marginalized children. The research suggests that weaving traditional values of compassion, community engagement, and shared responsibility into data-driven governance can create a sustainable, child-centered development framework. Ultimately, the paper underscores that empowering every child is essential for realizing the vision of Viksit Bharat 2047 a nation where our heritage nurtures growth, and care is the cornerstone of development.
