Urban Local Bodies in India: An Analysis of Public Service Delivery Mechanisms
Abstract
Urban Local Bodies (ULBs) constitute the third tier of governance in India and play a pivotal role in ensuring the delivery of essential public services in urban areas. Rapid urbanisation, increasing population pressure, and growing citizen expectations have significantly expanded the responsibilities of ULBs, making efficient service delivery a critical concern of urban governance. This paper examines the role of Urban Local Bodies in India with a specific focus on the mechanisms adopted for public service delivery. It analyses the institutional framework, functional responsibilities, and administrative processes through which municipal governments provide core urban services such as water supply, sanitation, solid waste management, roads, public health, and street lighting. The study explores the impact of recent urban governance reforms and e-governance initiatives on improving efficiency, transparency, and citizen participation in service delivery. The paper identifies key challenges faced by ULBs, including financial constraints, capacity deficits, urban inequality, and accountability issues, which continue to affect the quality and accessibility of services. The study concludes that strengthening institutional capacity, enhancing fiscal autonomy, and leveraging digital technologies are essential for improving public service delivery at the urban local level. The findings offer policy-relevant insights for strengthening urban local governance and achieving sustainable and inclusive urban development in India.
