With the acceleration of digital transformation, the digitization of educational materials has intensified, leading to an increasing number of intellectual property disputes between content creators and commissioning institutions. This study examines the current status of registration and certification of digital learning materials and content developed at the request of higher education institutions in Mongolia, in accordance with the Intellectual property law of Mongolia. Furthermore, the research analyzes issues related to ownership of such works and explores methods for determining their economic value, drawing on selected case studies. The findings aim to contribute to clearer governance frameworks for intellectual property rights in the context of digital education and institutional commissioning practices.
