Abstract
This study aims to analyze the formulation of the Baubau City Government policy on animal slaughtering businesses in residential areas in Batupoaro District. The problems of this research are based on the environmental, health, and social impacts caused by the existence of animal slaughtering businesses in residential areas. The research method used is a qualitative approach with data collection techniques through in-depth interviews, observations, and documentation studies, but also assisted by surveys of communities affected by the existence of animal slaughtering businesses. The results of the study indicate that there is no effective policy in regulating and controlling animal slaughtering businesses in Baubau City, on the other hand, the results of a survey of the community, 84% stated that they were starting to feel the impact of the existence of these businesses in residential areas such as unpleasant odors and dirty environments. The factors that influence the need for policy formulation for regulating slaughtering businesses in residential areas include weak supervision, lack of awareness of business owners regarding regulations, and limited slaughterhouse facilities that comply with health and environmental standards. In addition, it was found that coordination between OPD and the community was still not optimal in implementing existing regulations. This study emphasizes the importance of policy formulation by adjusting to aspects of common interests between business groups, the community and the Baubau City government to formulate more responsive and accountable input for policy regulation of animal slaughtering businesses.
