ADAPTASI TEKNOLOGI SISTEM INFORMASI PELAYANAN PERIZINAN REKLAME BERBASIS ONLINE (SITETEH) DI DPMPTSP KABUPATEN KARAWANG
Abstract
This study aims to analyze the technology adaptation of the online-based advertisement permit information system (Siteteh) implemented at the DPMPTSP Kabupaten Karawang. The research is important as digital transformation in public services is expected to enhance efficiency, transparency, and accessibility; however, its effectiveness depends on user acceptance and system readiness. Guided by Fred Davis’s Technology Acceptance Model (TAM), this study focuses on perceived usefulness and perceived ease of use as key determinants of technology adoption. A qualitative case-study approach was employed. Data were collected through in-depth interviews, direct observation, and document analysis involving DPMPTSP officials and applicants for advertisement permits. Data were analyzed using thematic analysis to identify patterns related to technology acceptance and implementation challenges. The findings indicate that Siteteh has improved service accessibility and contributed to an increase in permit applications by reducing processing time and simplifying administrative procedures. Most users acknowledged the system’s usefulness. However, technological adaptation remains suboptimal due to server disruptions, partially manual procedures, and limited user digital literacy, which often require applicants to visit the office directly. The study implies that successful digital public service delivery requires not only system availability but also infrastructure reliability, continuous staff training, and broader digital outreach. The originality of this research lies in its in-depth qualitative examination of local e-government implementation using the TAM framework, providing contextual insights into technology adaptation in regional public administration.
